1. An application for the issuance of a passport shall be submitted to any provincial governor or consul. In exceptional cases, if it is in the important interest of the state, an application for a passport may be submitted to the minister responsible for internal affairs.
2. Submission of an application for a passport document requires the applicant’s personal appearance at the passport authority.
3. An application for the issuance of a passport or temporary passport to a person under 12 years of age can be submitted using an electronic service provided by the minister responsible for informatization after authentication under the rules set forth in the Law of February 17, 2005 on informatization of the activities of entities performing public tasks – link
